docs(src/quickstart/provider/aws): Use kops instead of kube-up.sh for workflow clusters on AWs

This replaces the documentation on running kube-up.sh with documentation on kops for getting a Kubernetes cluster setup in AWS.

This breaks the documentation on kube-up.sh as it's going away
