chore(contrib): drop Rackspace support

Rackspace announced last July that they were moving from a do-it-yourself
IaaS to a premium managed IaaS. As the CoreOS images for Rackspace
have not been updated in months, and we are unable to continue
to support Deis on Rackspace.
